Authorizes North Carolina community colleges to teach developmental courses and college success skills courses during summer terms, not just traditional academic years.

Allows membership hours from summer developmental and college success skills courses to count toward full-time equivalent students (FTE) for state budget funding formulas.

Appropriates $11,641,922 from the General Fund to the Community Colleges System Office for fiscal year 2010-2011 to support summer course offerings and FTE funding.

Takes effect July 1, 2010.
