Appropriates $85,041,632 from the General Fund to the Community Colleges System Office for fiscal year 2010-2011 to fully fund enrollment growth at North Carolina's 58 community colleges.

Addresses record enrollment increases driven by laid-off workers seeking job training and younger full-time students enrolling due to economic pressures.

Notes that community college enrollment grew by over 31,000 students since fall 2009, equivalent to the size of NC State University's undergraduate and graduate student body combined.

Becomes effective July 1, 2010.
