Expresses gratitude to all members of the United States Armed Forces for their service to the nation.

Honors Marine Corps Captain Seth Mitchell and all service members from North Carolina or with ties to the state who died in Operations Iraqi Freedom and Enduring Freedom in Iraq and Afghanistan since May 25, 2009.

Honors the memory of United States Navy Lieutenant Paul B. Stam who served in World War II and all veterans of past wars who have died since the last Memorial Day.

Honors eight North Carolina National Guard members who lost their lives on active duty since May 21, 2009: Major Jason George, Sergeant Paul F. Brooks, 1st Lieutenant Leevi K. Barnard, Sergeant Roger L. Adams, Specialist Robert L. Bittiker, Sergeant Juan C. Baldeosingh, Staff Sergeant Edward C. Kramer, and Specialist Felicia Hill.

Extends sympathy to the families of fallen service members and pledges that their sacrifice will never be forgotten.
