Authorizes the Division of Motor Vehicles to produce an Outer Banks Preservation Association special registration plate bearing a logo designed by the Outer Banks Preservation Association, Inc.

Sets an additional fee of $30.00 for the Outer Banks Preservation Association plate, with $10.00 going to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires the Division to receive at least 300 applications for the plate before development can proceed.

Mandates quarterly transfer of funds from the Collegiate and Cultural Attraction Plate Account derived from Outer Banks Preservation Association plate sales to the organization to support protection of public beach access rights in North Carolina.

Becomes effective July 1, 2010.
