Authorizes the City of Oxford to establish a fee schedule by ordinance to recover costs from responsible parties for fire department responses to motor vehicle accidents, collisions, fires, extrications, and hazardous material incidents within city limits and mutual aid areas.

Requires the fire department to maintain detailed cost records and submit invoices to responsible parties or their insurance companies within 45 days of an incident, with authority to collect through civil action including administrative costs and attorney's fees.

Excludes costs for routine fire suppression services normally provided within the city from cost recovery.

Requires the city council to hold a public hearing with newspaper notice published for at least two successive weeks before adopting any cost recovery ordinance.

Becomes effective October 1, 2010, and applies to accidents and incidents occurring on or after that date.
