Allows community colleges to use up to 5% of State Literacy Funds to procure instructional technology for literacy labs, including computers, software, scanners, and classroom projection equipment.

Authorizes the State Board of Community Colleges to permit local community colleges to use up to 20% of State Literacy Funds to provide employability skills, job-specific occupational and technical skills, and developmental education instruction to students concurrently enrolled in a community college course leading to a high school diploma or equivalent certificate.

Permits community colleges to waive tuition and registration fees for employability skills, job-specific occupational or technical skills, or developmental education instruction provided to students pursuing a high school diploma or equivalent certificate through concurrent community college enrollment.

Becomes effective July 1, 2010.
