Appropriates $3,500,000 from the General Fund to the North Carolina Department of Public Instruction for the 2010-2011 fiscal year to expand job and career-oriented youth organizations in public schools.

Divides funds equally among seven eligible organizations: FBLA (Business), FCCLA (Family and Consumer Sciences), FFA (Agriculture), DECA (Marketing), HOSA (Health Occupations), TSA (Technology), and SkillsUSA (Trade and Industrial).

Establishes competitive grant program for local education agencies to fund new programs, expand existing programs, create job pathways, provide training and placement, develop leadership skills, and cover materials and membership dues for low-income students.

Appropriates additional $500,000 for FFA and Agricultural Education summer and after-school programs, administered by the State Agricultural Education Coordinator with emphasis on supervised agricultural experience programs.

Requires the Department of Public Instruction and State Board of Education to report annually to the General Assembly on program status; effective July 1, 2010.
