Expands the definition of "datacenter" to include facilities on noncontiguous parcels of land that are commonly owned or connected by fiber optic links and operate as a single unit.

Broadens eligibility for "eligible Internet datacenter" to include businesses engaged in Internet service provision, Web-based content publishing, and search engine operations, rather than limiting to a single NAICS industry classification.

Adds paper-from-pulp manufacturing and turbine/turbine generator set manufacturing as eligible industrial facilities for sales and use tax refunds, with paper manufacturers required to create at least 200 jobs and maintain county-average wages.

Modifies datacenter investment thresholds: $150 million for tier one development areas and $300 million for other areas, with terminology clarified to specify "datacenters" rather than general "facilities."

Effective July 1, 2010 for all sales made on or after that date.
