Amends the North Carolina Constitution to prohibit any person convicted of a felony from being elected Sheriff.

Disqualifies individuals adjudged guilty of felonies against North Carolina or the United States, or felonies in other states that would constitute felonies if committed in North Carolina.

Applies the disqualification regardless of whether the person has been restored to citizenship rights through legal processes.

Requires submission of the constitutional amendment to voters at the general election on November 2, 2010.

Becomes effective upon certification by the State Board of Elections and the Secretary of State if a majority of votes cast favor the amendment.
