Appropriates $60,000 from the General Fund to the Department of Commerce for allocation to the e-NC Authority for PEG Channel Grants in fiscal year 2010-2011.

Increases the maximum annual distribution cap for supplemental PEG channel support from $2,000,000 to $2,500,000 per fiscal year, effective July 1, 2011.

Maintains the quarterly distribution formula of $6,250 per qualifying PEG channel (one-fourth of $25,000) with a limit of three channels per county or city.

Allows excess funds not distributed in a fiscal year to be credited to the PEG Channel Fund established under G.S. 66-359.

Section 1 becomes effective July 1, 2010; Section 2 becomes effective July 1, 2011, for distributions made 75 days after September 30, 2011.
