Authorizes the Division of Motor Vehicles to add military service designations to North Carolina driver licenses upon request.

Permits active duty military members, their spouses, and dependent children to obtain a military designation and renew licenses by mail up to two times during their lifetime.

Allows honorably discharged veterans to request a designation showing their specific branch of military service, contingent upon submission of a Form DD-214 discharge document.

Appropriates $17,940 from the Highway Fund to the Division of Motor Vehicles for fiscal year 2010-2011 to implement the program.

Effective July 1, 2010 for appropriations; military designation provisions effective upon completion of the Next Generation Secure Driver License System or July 1, 2012, whichever comes first.
