Repeals the Body Mass Index (BMI) penalty from the North Carolina State Health Plan for Teachers and State Employees effective upon enactment.

Eliminates the weight management initiative that was scheduled to begin July 1, 2011, which would have enrolled members in the Basic Plan based on BMI compliance.

Retains the smoking cessation initiative effective July 1, 2010, which requires members to attest to non-tobacco use or enroll in the Basic Plan option.

Removes requirements for members to meet evidence-based healthy weight clinical guidelines and eliminates physician certifications related to weight management program participation.
