Increases the New Hanover County Alcoholic Beverage Control Board membership from three members to five members.

Changes bond requirement from $10,000 per member to a minimum of $5,000 per member, secured by corporate surety or public employees' blanket position bond.

Allows County Commissioners to exempt board members who do not handle board monies from bond requirements and to increase bond amounts for members who do handle monies.

Increases quorum requirement from two members to three members and requires at least three members (instead of two) to approve board actions or orders.

Removes requirement that board members devote full time to their official duties and removes requirement for the main office to be located in Wilmington.
