Adds synthetic gas created by plasma gasification of biogenic material (municipal solid waste or animal waste) to the definition of "renewable energy resource" under the renewable energy and energy efficiency portfolio standard.

Expands the definition of "new renewable energy facility" to include facilities producing synthetic gas through plasma gasification of biogenic material, in addition to existing criteria.

Appropriates $25,000 to the North Carolina Utilities Commission for fiscal year 2010-2011 to implement the act.

Sections amending the renewable energy definitions become effective immediately upon enactment, while the appropriations section becomes effective July 1, 2010.
