Establishes the 2018 Blackbeard Anniversary Committee within the Department of Cultural Resources to organize the 300th anniversary of Blackbeard's 1718 arrival and death in North Carolina.

Committee consists of nine members serving two-year terms appointed by: the President Pro Tempore of the Senate (1), Speaker of the House (1), Governor (1), and County Commissioners from Beaufort, Carteret, and Hyde Counties (2 each).

Committee shall ensure inclusive planning across Bath, Beaufort, and Ocracoke; maintain historical accuracy in interpretation and events; and fairly distribute public and private funding among the three counties.

Appropriates $50,000 from the General Fund to the Department of Cultural Resources for fiscal year 2010-2011 to support committee activities.

Committee terminates December 31, 2018, and must meet at least quarterly; members receive no per diem or travel reimbursement.
