Appropriates $1,500,000 from the General Fund to the Department of Commerce for fiscal year 2010-2011 to provide matching funds for federal grants from the United States Department of Energy.

Grants may be awarded to North Carolina research universities or domestic nonprofit corporations that need matching funds to obtain Department of Energy grants.

Reserves $500,000 specifically to provide matching funds for a $15,000,000 three-year federal grant to RTI International for carbon dioxide to methane conversion research, with a requirement that at least 50% of the grant be spent in North Carolina.

Defines "North Carolina research university" as an educational institution meeting G.S. 105-129.50(9)a requirements and located in North Carolina.

Unexpended funds do not revert to the General Fund at the end of the fiscal year and remain available for the matching funds purpose.
