Creates the North Carolina Citizens' Commission on Legislative Compensation consisting of 25 members: one randomly selected registered voter from each congressional district (13 total), plus appointees from House and Senate leadership.

Commission members serve four-year terms (with initial members serving either two or four years), cannot serve more than two terms, and must not be current government officers, employees, or registered lobbyists.

Commission shall study legislative compensation every two years and adopt compensation schedules covering salary, mileage, travel allowance, expense allowance, and per diem for General Assembly members and officers.

Before adopting any compensation schedule, the Commission must hold at least four public hearings within four months to take public testimony, with the final schedule adopted at a public meeting after the last hearing.

Recommended compensation schedules must be reported to the General Assembly by March 1 of each even-numbered year and become effective only if approved by law before the next regular legislative session.
