NC H2009

Establishes the North Carolina Wood and Crop Biomass Strategic Working Group to develop policies and financial incentives for sustainable biomass supply, rural economic development, and integration into the state's comprehensive energy plan.

Comprises 15 members including representatives from the Biofuels Center, Departments of Commerce and Environment and Natural Resources, NC State University Solar Center, agriculture, utilities, environmental organizations, and farming/forestry associations.

Requires the Working Group to consider Energy Policy Council recommendations, biomass demand projections, existing and needed incentives, regulatory guidelines, sustainability standards, and community impacts of biomass facilities.

Mandates an interim report to the Environmental Review Commission and legislative committees by February 1, 2011, and a final report with findings and legislative proposals by May 1, 2011.

Appropriates $10,000 to the Biofuels Center of North Carolina for fiscal year 2010-2011 to hire or contract additional staff for the Working Group; effective July 1, 2010.
