Authorizes the Environmental Review Commission to study the impact of environmental toxins and chemicals on human health, with assistance from the Department of Environment and Natural Resources and the Department of Health and Human Services.

Requires the Commission to survey legislation enacted in other states that bans or limits environmental toxins and chemicals and assess the effectiveness of such legislation.

Directs the Commission to review how other states have established regulatory entities within state government to review and regulate environmental toxins and chemicals in commerce.

Mandates the Commission to examine incentives in other states that promote green chemistry industry growth and document environmental, public health, and economic benefits including job creation.

Requires the Commission to identify current state and federal programs for reviewing and regulating environmental toxins and chemicals, recommend supplementary programs for human health protection, and conduct cost-benefit and economic impact analysis for recommendations, with findings due by the 2012 Regular Session.
