Establishes the North Carolina Citizens' Commission on Compensation for Elected State Officials with 25 members appointed by the Secretary of State (one from each congressional district), Speaker of House (3), President Pro Tempore of Senate (3), Governor (3), and Chief Justice of Supreme Court (3).

Requires at least one appointee from each appointing authority to have private business compensation experience and at least one other with personnel/human resources expertise in the private or public sector.

Directs the Commission to study and adopt compensation schedules every two years for: General Assembly members and officers (including salary, mileage, travel, expenses, and per diem); judicial officials including judges, district attorneys, and court clerks; and executive branch elected officials.

Requires the Commission to hold at least four public hearings within four months before adopting any compensation schedule and to report recommendations to the General Assembly by March 1 of each even-numbered year.

Specifies that Commission recommendations become effective only upon General Assembly approval by law, with implementation beginning the next regular legislative session for legislative branch compensation and July 1 for judicial and executive branch salaries.
