Permits home school, charter school, and other nonpublic school students to participate in interscholastic athletics at the public school to which they would be assigned if enrolled in public school.

Requires participating nonpublic students to meet residency criteria, comply with all state and local athletic rules and regulations, and maintain the same academic eligibility and behavioral standards as enrolled public school students.

Exempts nonpublic and charter school students from school enrollment requirements but requires them to register before the season begins and pay all required participation fees and supplemental insurance.

Requires academic progress to be demonstrated through evaluation methods agreed upon by the public school principal and either the parent (home school) or nonpublic/charter school principal.

Appropriates $25,000 to the Department of Public Instruction for the 2010-2011 fiscal year to assist local boards of education in implementing these provisions, effective July 1, 2010.
