Modifies the state government salary freeze for fiscal years 2009-2010 and 2010-2011 to allow salary increases only for reallocations and promotions, while removing exceptions previously granted to community college and University of North Carolina faculty.

Requires prior approval from the Office of State Personnel for all salary increase actions initiated by state agencies, departments, institutions, and the judicial branch, as well as the University of North Carolina and its constituent institutions for both SPA and EPA employees.

Establishes approval requirements for salary increases by the Legislative Services Officer for General Assembly employees, the President of the North Carolina Community Colleges System for community college employees, and local education unit superintendents for local board of education employees.

Requires all approving entities to verify that salary increase actions comply with applicable personnel policies governing reallocations and promotions and that funding is available for the increases.

Becomes effective July 1, 2010.
