Increases the penalty for stealing a motor vehicle to a felony when the theft is committed with intent to steal motor parts in violation of G.S. 14-72.7 or G.S. 14-72.8, regardless of the vehicle's value.

Appropriates $25,000 from the General Fund to the Judicial Department for fiscal year 2010-2011 to cover implementation costs.

Becomes effective December 1, 2010, and applies to offenses committed on or after that date.
