Prohibits seizure or confiscation of lawfully possessed firearms, ammunition, or ammunition components during declared states of emergency or martial law.

Prohibits restrictions or prohibitions on possession, transportation, sale, purchase, storage, or use of lawfully possessed firearms, ammunition, or ammunition components during emergencies.

Exempts lawfully possessed firearms, ammunition, and ammunition components from prohibitions on transporting or possessing dangerous weapons during declared states of emergency or riots.

Clarifies that local emergency ordinances cannot authorize seizure or restrictions on lawfully possessed firearms, ammunition, or ammunition components.

Appropriates $50,000 to the Community Colleges System Office for fiscal year 2010-2011 to provide law enforcement training on proper application of these provisions.
