Transfers the North Carolina State Health Plan for Teachers and State Employees to the Department of Insurance, classified as a Type I transfer under G.S. 143A-6.

Adds responsibility to the Insurance Commissioner's duties to administer the State Health Plan for Teachers and State Employees under Article 3A of Chapter 135.

Relocates oversight authority from the Legislative Committee on Employee Hospital and Medical Benefits to the Director of the Budget and Commissioner of Insurance, who gain access to all Plan records and Board meetings.

Shifts appointment authority for the Executive Administrator from the State Health Plan Administrative Commission to the Commissioner of Insurance, with compensation set upon advice of the Commission.

Requires the Executive Administrator and Board of Trustees to report to legislative leadership (President of Senate, President Pro Tempore, and Speaker of House) rather than the former legislative committee.

Becomes effective July 1, 2011.
