Renames the "North Carolina National Park, Parkway and Forests Development Council" to the "WNC Public Lands Council" within the Department of Environment and Natural Resources.

Council composition remains seven members appointed by the Governor, including one resident each from Buncombe, Haywood, Jackson, and Swain counties, and three residents from counties adjacent to the Blue Ridge Parkway, Great Smoky Mountains National Park, or Pisgah or Nantahala national forests.

Council duties include promoting development of the Smoky Mountains National Park, Blue Ridge Parkway, and national forests in western North Carolina, and studying recreational and scenic resource development in the mountain region.

Appropriates $1,000 from the General Fund to the Department of Environment and Natural Resources for fiscal year 2010-2011 to implement the act.

Effective date is July 1, 2010.
