Authorizes the City of Sanford to convey by private sale all remaining interest in property described in Deed Book 549, page 415, in the Lee County Register of Deeds Office to the original grantee.

Adds the City of King to Session Law 2009-68, which permits municipalities to prohibit the issuance of building permits to delinquent taxpayers.

Applies the delinquent taxpayer building permit provision to the City of King and the Towns of Columbia and Edenton.

Became effective upon enactment on July 6, 2010.
