Amends the law authorizing the town of Highlands to establish and administer a scholarship program for graduates of Highlands High School to provide greater discretion in administration.

Replaces specific requirements for a five-member scholarship committee (including a businessman, minister, community citizen, high school principal, and town attorney) with authorization for the governing body to administer the program on terms it deems appropriate.

Grants the governing body authority to administer the scholarship program subject to applicable law, including Chapter 159 of the General Statutes (The Local Government Finance Act).

Repeals Section 4 of S.L. 1975-332 and updates the town's charter reference to the amended 1975 scholarship law.

Becomes effective upon enactment.
