Amends the Charter of the Town of Highlands to change how the Mayor Pro Tempore is elected by the town board.

Requires annual election of the Mayor Pro Tempore instead of a term lasting until the next regular municipal election.

Establishes election schedule: odd-numbered years at the organizational meeting following the regular municipal election (serving until first regular December meeting), and even-numbered years at the first regular December meeting (serving until the next organizational meeting).

Allows the board to elect a replacement Mayor Pro Tempore to serve the remainder of an unexpired term if a vacancy occurs.

Becomes effective upon enactment.
