Authorizes the Town of Wingate to adopt and enforce ordinances on nonresidential buildings that fail to meet minimum standards of maintenance, sanitation, and safety.

Extends the town's jurisdiction to include properties where at least 50% of the property's boundaries are adjacent to Wingate's corporate limits, provided the county is not exercising jurisdiction over those properties as of May 1, 2010.

Allows the town to designate a public officer to enforce repair, closing, or demolition orders for buildings or structures deemed dangerous to public health, safety, and welfare.

Applies exclusively to the Town of Wingate.

Becomes effective July 1, 2010 and expires June 30, 2012.
