Reduces the annual transfer from the Highway Trust Fund's tax deposits to the General Fund from $71,000,000 to $22,000,000 in G.S. 105-187.9(b).

Increases annual appropriations to the North Carolina Turnpike Authority from the Highway Trust Fund from $99,000,000 to $148,000,000.

Allocates $49,000,000 of the increased Turnpike Authority funding for debt service and related financing expenses on revenue bonds for the Cape Fear Skyway Bridge construction.

Maintains existing allocations for debt service on other toll projects: Triangle Expressway ($25,000,000), Monroe Connector/Bypass ($24,000,000), Mid-Currituck Bridge ($15,000,000), and Garden Parkway ($35,000,000).

Becomes effective July 1, 2010.
