Authorizes the City of Goldsboro to convey its right, title, and interest in the Goldsboro-Wayne Municipal Airport (approximately 289.38 acres) to Wayne County by private negotiation and sale with or without monetary consideration.

Dissolves the Goldsboro-Wayne Airport Authority and establishes the Wayne Airport Authority with six representatives appointed by Wayne County commissioners (eliminates the three City of Goldsboro representatives).

Transfers all airport operational authority, leasing power, and administrative control to the Wayne County-only Airport Authority while updating references throughout Chapter 927 of the 1963 Session Laws.

Requires the City of Goldsboro's three airport authority representatives' terms to expire on October 1, 2010, and mandates Wayne County appoint three replacements within 30 days of the act becoming law.

Becomes effective October 1, 2010, and does not affect any pending litigation involving the airport or its previous authority.
