Prohibits hunting, fishing, and trapping on private land in Rockingham County without permission from the owner or lessee; requires written permission for posted lands and verbal permission for non-posted lands.

Written permission must state the date given, person receiving it, and landowner/lessee name, and is valid for no more than one year; permission must be carried and displayed to law enforcement upon request.

Allows landowners to post property using standard signs or aluminum reflective paint marks (2 inches wide, 8 inches long, 3-6 feet high), with no penalty for trespassing on non-posted land if verbal permission was denied.

Establishes Class 3 misdemeanor penalties: $250 maximum fine for posted land violations (up to $250 or 30 days imprisonment for repeat offenses) and $125 maximum fine for non-posted land violations.

Prohibits hunting under the influence of alcohol (blood alcohol concentration of 0.01 or greater) or controlled substances, punishable as a Class 2 misdemeanor with $500 fine and 30 days to 6 months imprisonment, plus required hunter safety course completion.
