Authorizes the City of Kannapolis to annex properties that are completely surrounded by the city's corporate limits as of May 1, 2010, notwithstanding existing annexation restrictions in G.S. 160A-48.

Limits annexed property to less than 5% of the municipality's total acreage prior to annexation and requires a municipal finding that annexation is either necessary for orderly growth and development or improves public safety service delivery.

Requires the municipality to hold a public hearing with notice published at least 10 days before the hearing date.

Sets a deadline of December 31, 2020 for adoption of any annexation ordinances under this act.

Applies exclusively to the City of Kannapolis and becomes effective upon enactment.
