Authorizes Durham City Council to assess property owners for costs of constructing, reconstructing, or repairing stormwater facilities that remediate flooding, nuisances, or enable compliance with state and federal water quality requirements

City must use professional engineering determination to identify served properties and allocate costs using criteria such as property area, tax valuation, buildable lots, zoning, appraisals, or impervious area

Requires City Council to prepare assessment roll, conduct public hearing with at least 21 days' notice by mail and publication on website and in newspaper before approving assessments

Approved assessments become liens on property with the same nature and priority as county and city tax liens

City Council may set aside or reduce assessments if errors substantially impact results by more than 5%, and may accelerate payment for undeveloped land prior to issuance of building permits
