Amends the North Carolina Constitution to add Section 6 to Article 14, defining marriage as a legal union only between a man and a woman, and declaring this as the only domestic legal union valid or recognized in the state.

Submits the constitutional amendment to qualified voters on November 2, 2010, conducted under existing state election laws with ballots and voting systems under Chapter 163 of the General Statutes.

Requires the State Board of Elections to certify the amendment to the Secretary of State if a majority of votes cast support it, with the Secretary of State enrolling the certified amendment among permanent records.

Makes the amendment effective January 1, 2011, if approved by voters.
