Proposes constitutional amendment to establish a State Savings Account in the North Carolina state treasury.

Requires the General Assembly to allocate the lesser of: 35% of estimated revenue growth from the prior fiscal year, or an amount needed to raise the savings account balance to 15% of estimated expenditures for the fiscal year.

Restricts use of State Savings Account funds to offsetting decreases in annual state revenue or funding onetime capital projects if revenue offset is not needed.

Amendment submitted to voters on November 2, 2010, and becomes effective July 1, 2011.
