Directs the Legislative Research Commission to study the feasibility and cost-effectiveness of establishing a statewide supportive housing initiative for individuals with mental health, developmental, or substance abuse disabilities.

Requires the study to examine whether the initiative could achieve nine specific goals, including reducing emergency room visits, hospitalizations, homelessness, and incarceration while improving employment and community functioning.

Mandates the Commission address capital investment needs, the number of housing units required, funding sources for operational costs, and potential cost-savings to the State.

Requires findings and recommendations, including proposals for legislation or administrative action, to be reported to the General Assembly by April 1, 2011.
