Allows State Personnel Commission to adopt rules permitting state agency employees to donate sick leave to nonfamily member coworkers, with a maximum of 5 days per donor per year and 20 days combined per recipient per year.

Allows State Board of Education to adopt rules permitting public school employees to donate sick leave to nonfamily member coworkers under the same donation limits (5 days per donor annually, 20 days combined per recipient annually).

Maintains existing voluntary shared leave program allowing employees to donate sick leave to immediate family members and coworkers' immediate family members across state agencies, community colleges, and public schools.

Requires donated sick leave cannot be used for retirement purposes and requires written notification to donors about state retirement credit consequences of donating sick leave.

Requires State Personnel Commission, State Board of Education, and State Board of Community Colleges to submit annual reports on the voluntary shared leave program to the Joint Legislative Commission on Governmental Operations and Fiscal Research Division by October 15 each year, effective January 1, 2011.
