Allows Governor to establish mutual aid agreements with North Carolina political subdivisions with consent of the subdivision's governing body.

Permits political subdivision chief executives to develop mutual aid agreements with other local subdivisions in the state, consistent with state emergency management plans.

Authorizes local chief executives to enter mutual aid agreements with counterparts in other states subject to Governor approval and state emergency management consistency.

Mutual aid agreements may include supplies, equipment, facilities, personnel, services, and reimbursement for costs on terms deemed necessary.

Effective upon becoming law; ratified June 16, 2009 and approved June 26, 2009.
