Expands exemptions from North Carolina utility regulations to include local exchange companies electing alternative regulation under subsection (h), in addition to those subject to price regulation.

Modifies rate increase restrictions for stand-alone basic residential lines to allow annual increases up to the Gross Domestic Product Price Index growth rate, rather than limiting to rates comparable to urban customers.

Prohibits the North Carolina Utilities Commission from imposing tariffing requirements on services not previously tariffed or constraining rates on services that had full pricing flexibility as of the election date.

Exempts competing local providers from provisions requiring specific retail service offerings and pricing restrictions on stand-alone residential service, while allowing them to elect alternative regulation.

Preserves the Commission's regulatory authority over wholesale services, federal telecommunications requirements, relay services, universal service funding, carrier of last resort obligations, and numbering resource management.
