Modifies the definition of "good cause" for school calendar waivers to include schools closed for all or part of eight days per year during any four of the last 10 years due to severe weather, with partial-day closures counting if school is closed for two or more hours.

Allows the State Board of Education to waive opening and closing date requirements (August 25 opening, June 10 closing) based on good cause related to inclement weather or emergency conditions.

Prohibits counties from using public funds to endorse or oppose referendums, elections, or candidates for office.

Prohibits municipalities from using public funds to endorse or oppose referendums, elections, or candidates for office.

Prohibits local boards of education from using public funds to endorse or oppose referendums, elections, or candidates for office; effective beginning the 2010-2011 school year.
