Authorizes disabled sportsmen qualified under the Disabled Sportsmen Program to operate all-terrain vehicles across public roadways while engaged in licensed hunting or fishing activities.

Restricts ATV use to perpendicular crossing of roadways only, prohibiting travel in either direction along the roadway.

Requires ATVs to be equipped with operable front and rear lights and a horn, and operators must comply with all existing state ATV laws and posted speed limits.

Mandates that operators carry evidence of membership in the Disabled Sportsmen Program and appropriate hunting or fishing licenses.

Became effective upon passage on July 22, 2010.
