Permits local governments and public authorities to pay bills, invoices, salaries, and other claims by electronic payment or electronic funds transfer in addition to checks and bank wire transfers.

Electronic payments must originate through an official depository and be subjected to the pre-audit process required by law.

Execution of an electronic payment indicates the finance officer or deputy finance officer has performed the required pre-audit process.

Defines "electronic payment" as payment by charge card, credit card, debit card, or electronic funds transfer, and defines "electronic funds transfer" as transfers initiated by electronic terminal, telephone, computer, or magnetic tape.

Effective July 1, 2010.
