Extends the suspension period for development approvals from December 31, 2010 to December 31, 2011, maintaining tolled permit terms during economic downturn for projects approved between January 1, 2008 and December 31, 2010.

Allows units of local government to opt out of the permit extension by resolution, in which case development approvals expire on their originally scheduled dates.

Requires holders of extended development approvals to comply with original laws and regulations, maintain performance guarantees, and complete necessary infrastructure to obtain final permits or certificates of occupancy.

Permits governmental entities to terminate extensions if conditions are not met, subject to appeal to the Board of Adjustment for locally-issued approvals.

Clarifies that the act does not extend federal permits, revoke governmental ability to modify approvals, modify contract obligations, or allow re-charging of previously paid water or wastewater tap fees.
