Repeals bans on corporate and business entity independent expenditures for political advertisements, allowing corporations, business entities, labor unions, professional associations, and insurance companies to make independent expenditures.

Requires disclosure reporting for independent expenditures and electioneering communications exceeding $5,000 in direct costs, including identification of donors contributing more than $1,000.

Establishes "coordination" and "coordinated expenditure" definitions to treat expenditures made in concert with candidates as contributions rather than independent expenditures.

Requires political advertisers to disclose sponsorship and authorization in print, radio, and television advertisements, with specific font sizes and duration requirements for each medium.

Eliminates write-in candidate options on nonpartisan runoff election ballots, effective January 1, 2011.
