Allows military members to designate disposition of their remains through the U.S. Department of Defense DD Form 93 (Record of Emergency Data) or its successor form, with such designations taking precedence over other methods.

DD Form 93 designations are only effective if the individual dies under circumstances described in 10 U.S.C. § 1481(a)(1) through (8).

Reorders the priority of methods for designating body disposition to place health care power of attorney ahead of written wills, and written wills ahead of written statements witnessed by two persons.

Adopts the Honor and Remember Flag as North Carolina's official symbol to honor and recognize members of the United States Armed Forces who have died in the line of duty.

Makes conforming changes to funeral industry statutes to reference the new disposition authorization provisions in G.S. 130A-420.
