Exempts qualified retired probation and parole certified officers from the firearm safety and training course requirement for concealed handgun permits.

Requires retired officers to have retired within 2 years of the permit application date and in good standing without disciplinary actions preventing handgun carry.

Requires retired officers to have met Department of Correction firearms training standards immediately before retirement and been authorized to carry a handgun in the course of duty.

Requires retired officers to have vested rights to benefits under the Teachers' and State Employees' Retirement System of North Carolina and no state or federal firearm prohibitions.

Becomes effective December 1, 2010, and applies to officers who retired before, on, or after that date.
