Creates the Uwharrie Regional Resources Commission as a permanent state body corporate to foster economic development and protect natural resources in Davidson, Davie, Montgomery, Rowan, Randolph, and Stanly counties.

Establishes a 10-member commission appointed by the President Pro Tempore, Speaker of the House, Governor, regional councils of government, and state agency secretaries, with initial terms commencing September 1, 2010.

Grants the commission advisory powers to identify regional issues, coordinate with local efforts, promote stakeholder communication, research resource protection strategies, and make recommendations to legislative and administrative bodies.

Explicitly limits the commission's role to advisory functions with no regulatory authority and no power to supersede local planning board decisions.

Creates the Uwharrie Regional Resources Fund to support commission operations through appropriations and public or private grants, with members receiving no salary but eligible for per diem and travel allowances.
