Increases bond requirements for local board members, general managers, finance officers, and store managers from $5,000 to $100,000 and adds restrictions on nepotism, board member compensation (capped at $150 per meeting unless otherwise approved), and general manager salaries.

Implements comprehensive financial operations requirements including annual balanced budgets, budget officer designation, public budget hearings, accounting system standards, and pre-audit obligations with specific disbursement and investment procedures.

Creates removal procedures for local board members and employees based on cause (disqualification, ABC law violations, failure to complete training, or moral turpitude), with Commission hearings and appeal rights to Court of Appeals, and establishes performance improvement plans with remedies including store closure or board merger for non-compliance.
